This is an interesting degree and it is a kind of binary with the degree before it Libra 18: TWO MEN PLACED UNDER ARREST.

The Gang Of Robbers In Hiding can show how our mental attitudes can rob us of our peace and tranquility. Indeed, our minds can bring trouble to us when none might exist. We might be thinking things are going to go wrong and then we are proven right. We might be suspicious of people’s motives to the point of not being able to trust anything. It often happens that the feelings of loss or being taken advantage of are mostly in your own mind, making it difficult to trust or even to know how to trust. Make sure that there is no undermining of faith by indulging in suspicions that are ungrounded in reality. You could spend time searching for perpetrators, but a better solution is probably to get on with your life. However, do take precautions so you’re not easily taken advantage of. Things will most probably come to light when they are meant to.

Mental attitudes that sabotage, restrict or control. Counseling others to help improve their lives. Alert to intrusion or paranoid? The need for light. Spying. Ambushes. Psychology.

The Caution: Unfair advantage at other’s expense. Finding it hard to trust anything. Difficult hidden energies that erupt into consciousness. Unbalanced mental states. Fear.

The previous Sabian Symbol is Libra 18: TWO PEOPLE WHO HAVE TO GIVE AN ACCOUNTING FOR THEIR ACTS BEFORE THE TRIBUNAL OF SOCIETY – an alternative wording for this degree is TWO MEN PLACED UNDER ARREST. What is often needed here is the removal of any ‘handcuffs’ – mental, physical or spiritual. Are you finding yourself handcuffed to something/someone/a memory that is no longer serving you?

This Symbol implies the periodic need for people to step up to the line and explain themselves, or to justify some actions or ways of being, particularly in relationships.
